PHILIP CAME TO AMERICA FROM ENGLAND IN 1633 WITH SEVERAL COUSINS AND UNCLES. HE WAS BANISHED FROM MASSACHUTTTS BAY COLONY AFTER HE SIDED WITH ANNE HUTCHINSON IN A DISPUTE WITH A MR WHEELWRIGHT ABOUT HIS CONGREGATIONALIST BELIEFS. HE RETURNED TO ENGLAND FOR A SHORT WHILE. WHEN HE RETURNED TO AMERICA A MR ROGER WILLIAMS PERSUADED HIM TO BUY LAND IN AQUIDNECK(NOW RHODE ISLAND), RATHER THAN IN NEW HAMPSHIRE. IN 1638 HE SIGNED THE COMPACT AT PORTSMOUTH, RI. HE WAS 1ST SECRETARY OF THE COLONY IN 1639 IN PORTSMOUTH. HIS RECORDS WERE METICULOUS AND ARE STILL PRESERVED TODAY. HE WAS THE GENERAL RECORDER FOR THE COLONY 1648-1651. HE WAS DEPUTY FROM 1665-1667. ON APRIL 4, 1676 HE WAS NAMED BY THE GENERAL ASSEMBLY AS ONE OF THE MOST JUDIC IOUS RESIDENTS OF RHODE ISLAND, WHEN HE WAS CALLED ON BY THE GOVERNOR WILLIAM CODDINGTON IN KING PHILIP'S WAR. HE HELD MANY POSITIONS OF IMPORTANCE IN LOCAL GOVERNMENT INCLUDING: TOWN CLERK 1649-1656; TOWN COUNCIL 1656-1673; TOWN MAGISTRATE 1656/TAX ASSESSOR 1679/MEMBER COMMITTEE OF ADJUDICATION 1684-1686. HE WAS ALSO A MEMBER OF THE SOCIETY OF FRIENDS(QUAKER). HE WAS A LARGE LAND HOLDER AND SUCCESSFUL FARMER..
